According to the current legislation of Ukraine, foreigners who are citizens of countries with a visa entry procedure, as well as stateless persons may temporarily stay in Ukraine during the visa period, but not more than the last day of the visa.
Citizens of countries with visa-free entry may temporarily stay in Ukraine for no more than 90 days for a period of 180 days from the date of control (unless otherwise specified by international treaties of Ukraine). However, having a residence permit, a non-resident can stay within our state permanently or temporarily. Upon receipt of a residence permit, a foreigner has the same rights as a citizen of Ukraine, except for the right to vote and purchase agricultural land.
To obtain a permanent or temporary residence permit, a foreigner must collect the necessary package of documents and submit it to any territorial unit of the Migration Service.

If a foreigner submitted an incomplete set of documents, or documents not drawn up in line with the law, and the State Migration Service therefore refused to accept them, such a refusal does not deprive the foreigner of the right to resubmit the documents to the Migration Service, but only once the reason for the refusal has been eliminated.
If a foreigner submits the documents to the Migration Service less than 15 working days before the end of the permitted period of stay in Ukraine, the authority's staff will not accept them. In that case the foreigner will have to leave the country and re-enter when the period of stay in Ukraine permitted by law exceeds 15 working days.
When a temporary residence permit is about to expire, it must be exchanged if the foreigner needs it; however, the documents for the exchange must be submitted no later than 15 working days, i.e. 22–23 calendar days, before its expiry date.
The permitted period of a foreigner's stay in Ukraine can be calculated with the “Migration calculator” service on the official website of the State Migration Service of Ukraine https://dmsu.gov.ua/services/migcalculator.html.
No, the foreigner submits the documents for a residence permit in person, accompanied, if they wish, by an authorised person. The reason is that when documents for a permanent or temporary residence permit are submitted, the foreigner is photographed so that the person can be visually identified by the document. In addition, the foreigner is verified by fingerprints. The same applies to collecting the residence permit: only the foreigner in person can collect a residence permit in Ukraine, because fingerprint verification is required.
Yes, it can. A temporary residence permit can be extended many times by exchanging it. Keep in mind that the documents for the extension must be submitted to the territorial unit of the Migration Service no later than 15 working days before the permit expires.
Yes, it is. If the person planning to obtain a temporary or permanent residence permit in Ukraine is under 16 at the time of filing, the documents are submitted under the signature of the person's parents or guardians with whom they live.
The total cost of obtaining a permit depends on the grounds on which you obtain it. For example, whatever the grounds, the foreigner needs to obtain an identification code (free of charge), make 2–3 copies of the notarised translation of the passport, sign a voluntary health insurance agreement, etc.
